General Definition of Work

Performs intermediate technical work for the planning, development, promotion, and execution of recreational programming, community engagement initiatives, and partnerships for the City's park and recreation programs, and related work as apparent or assigned. Work is performed under the limited supervision of the Community Recreation Coordinator. Limited supervision is exercised over assigned staff.

Essential Functions

Secures long-term funding through grants, sponsorships, and other creative revenue sources to support ongoing and future programming.

Develops and runs a variety of park and recreation programs that appeal to all City residents, helping them enjoy and appreciate quality recreational experiences.

Identifies and creates solutions to better serve underserved or unrepresented groups within the community.

Regularly reviews the needs of the community and plans for new programs and amenities that align with emerging trends and interests.

Works to remove any barriers that may prevent people from engaging in parks and recreation, ensuring inclusivity for all residents.

Focuses resources on City’s flagship park properties and key recreation programs to ensure lasting community value.

Refreshes and revitalizes parks and public spaces by connecting them to local culture, the economy, and the arts.

Increases public awareness of seasonal and special events, encouraging residents to join and socialize.

Expands programming along public waterways (Middlefork Reservoir and Whitewater Gorge Park) and utilizes pop-up events to energize public parks and open spaces.

Builds and maintains partnerships with local non-profits, neighborhoods, and service organizations to enhance parks and recreation offerings.

Creates a partnership assessment guide to evaluate and manage relationships with community groups and organizations.

Serves as a liaison between the department and the community, ensuring effective communication about available park and recreation programs.

 

Knowledge, Skills and Abilities

General knowledge of park and recreation program development, community engagement, and event coordination; ability to assess community needs and adjust programming to meet the diverse needs of different age groups and demographics; experience managing volunteers, building partnerships, and maintaining relationships with community organizations; problem-solving abilities to address challenges in delivering programs and engaging the community; basic understanding of the principles, techniques, materials, and equipment needed for various recreation activities and special events; general knowledge of relevant federal, state, and local laws and regulations affecting the department's operations; strong verbal and written communication skills to connect effectively with government officials, business owners, volunteers, coworkers, and the general public; experience with clerical and administrative duties, including report and record preparation; ability to interact courteously and professionally with the public, establishing and maintaining positive relationships with volunteers, coworkers, and business owners; familiarity with health, safety, and first aid practices relevant to recreation programs.

Proficiency in using computers, software, and office equipment to support operations.

 

Education and Experience

Bachelor's degree in recreation and park management, public administration, communications, event management, or related field and moderate experience with public relations, event management, community engagement, recreational activities, or equivalent combination of education and experience.

 

Physical Requirements

This works requires moderate physical effort with the occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling and occasionally requires standing, walking, sitting, climbing or balancing and tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires exposure to extreme heat (non-weather) and occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to extreme cold (non-weather), exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Certified Park and Recreation Professional certification preferred.

Valid driver's license in the State of Indiana.
