General Definition of Work

Performs difficult administrative work overseeing the maintenance operations at the wastewater treatment plant, lift stations and district vehicle maintenance department, managing staff, directing work on non- standard activities at the facilities, assisting with annual budgeting and coordinating across the sanitary district departments, and related work as apparent or assigned. Work is performed under the limited supervision of the Sanitation Director.

Essential Functions

Supervises the WWTP Plant Mechanics and Vehicle Mechanics, and associated staff as needed; trains employees on department processes and procedures and ensures compliance; schedules employees and distributes work assignments; evaluates employee performance; performs disciplinary action when necessary and provides corrective instruction as warranted.

Investigates and offers direction to employees of the sanitation department in regards to personnel and maintenance operations.

Assigns and prioritizes work orders within the Treatment Plant Mechanics, Vehicle Maintenance Division, and Sewer Maintenance Division.

Assists with the formation and management of the annual budget.

Prepares specifications for equipment and repairs; coordinates the process with the Director of Sanitation, departments within Sanitation, Sanitary Board of Commissioners, and Vendors.

Maintains regular communication with the Director of Sanitation, Sanitary Board of Commissioners, and Sanitation management and staff.

Reviews and approves invoices, time records, and requisitions Interviews job candidates; performs employee performance evaluations. Processes and maintains records and files.

Receives and responds to citizen inquiries and complaints regarding all aspects of the Sanitary District; formulates and implements solutions to complaints and issues.

Responds to emergencies on a24-hour basis

Works with contractors on capital projects and purchases.

 

Knowledge, Skills and Abilities

Thorough knowledge of the operating characteristics and maintenance requirements of a wastewater treatment plant, vehicle maintenance and maintenance of heavy equipment; thorough knowledge of hydraulic, chemical, and mechanical principles pertinent to the Sanitary District, including wastewater treatment plant operations, solid waste, material recycling, and the landfill; thorough knowledge of and ability to make practical application of City, State, and Federal rules and regulations governing wastewater treatment facilities and sewer maintenance operations; thorough knowledge of administrative principles and practices ,including the evaluation, and the management of employees thorough multiple levels of supervision; thorough knowledge of the occupational hazards of the work and of the necessary safety precautions; skill in the use and care of hand tools; ability to detect flaws in the operation of mechanical equipment and to determine proper remedial measures; ability to comply with EPA, IDEM and other applicable federal, state and local rules and regulations governing safety, water quality, and operations of wastewater plants; ability to understand and follow oral and written instructions; ability to read meters and charts accurately and to maintain records of shift operations; ability to establish and maintain effective working relationships with associates, contractors, engineers, and the general public.

 

Education and Experience

Associate’s/Technical degree and considerable experience overseeing and assisting managers of the wastewater treatment plant, working with lift stations, and sanitary and storm sewers, vehicle maintenance and heavy equipment maintenance, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 25 pounds of force; work occasionally requires standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and repetitive motions; work requires close vision and distance vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

 

Special Requirements

Indiana Department of Environmental Management Class I Wastewater Certification preferred.

Valid commercial driver's license in the State of Indiana.
