General Definition of Work

Performs complex and advanced project management skills, including planning, delegation, decision-making, and collaboration across various departments. This includes overseeing various City services, public works, engineering, and code enforcement operations. The work is performed under the general direction of the Mayor with supervisory responsibilities over Airport Operation Manager, Transit Manager, and the Code Enforcement Department.

Essential Functions

• Directs and manages public works and engineering projects including securing funding, designing projects, hiring consultants, reviewing plans, bidding, securing contracts and purchase orders, inspecting projects, preparing change orders, coordinating utilities, approving progress payments, and submitting vouchers for funding reimbursement and document control. Manages project scope by planning and forecasting project requirements, tracking and monitoring tasks, and ensuring project milestones and deadlines are met.

• Directs and manages infrastructure improvement plans, including storm, sanitary, building, traffic, and drainage construction for City departments. Oversees infrastructure projects at key municipal locations, such as the Richmond Municipal Airport and Roseview Transit and off-street parking facilities.

• Directs and manages code enforcement functions, operations, investigations, and legal processes to ensure compliance with local, state, and federal regulations. Reviews and manages cases and evidence presentation for the Unsafe Building Commission, promoting community enhancement programs to achieve voluntary compliance.

• Attends and acts as the city representative in various meetings and boards, including but not limited to the Sanitation Board, Storm Water Management Board, Planning Commission, Board of Public Works and Safety, Plat Committee, Indiana Department of Transportation, Board of Aviation Commissioners,

• Infrastructure Pre-Construction and Progress meetings, Utility meetings, and City Council meetings.

• Answers inquiries and complaints from the public, City departments, County officials, Indiana Department of Transportation (INDOT), utilities, businesses, consultants, and other relevant authorities about engineering, transportation, building constructions, and housing.

• Prepares Code Enforcement annual budget and reviews Richmond Municipal Airport and Roseview

• Transit annual budgets. Reviews and approves requisitions, accounts payable, and employee timesheets; addresses employee grievances.

• Directs and manages assigned personnel, including hiring, training, delegation, and discipline, while maintaining detailed records of performance, evaluations, and disciplinary actions. Builds and leads diverse project teams, fostering collaboration, team building, and effective communication.

• As requested by the Mayor, will accompany an Investigator on investigations of Local, State, and County regulations and codes governing land use, zoning, health and safety, environmental health, housing, building code regulations, and abandoned vehicle abatement.

Knowledge, Skills and Abilities

Comprehensive knowledge of project management principles, including planning, forecasting, and task tracking. Proficient in proposal writing, technical writing, and presenting to groups, including city officials and the general public. Expertise in development plan review, infrastructure lifecycle analysis, and engineering systems such as HVAC, electrical, mechanical, storm, and sanitation. Ability to assess and manage contracts, specifications, bids, and follow procurement rules. Strong negotiation, influence, and collaboration skills, with the ability to facilitate meetings and lead diverse teams. Knowledge of land use, zoning, health and safety, environmental regulations, building regulations and ordinances, and abandoned vehicle abatement. Excellent customer service and dispute resolution skills, with the ability to establish and maintain effective relationships with associates, subordinates, other departments, elected officials, community groups, agencies, contractors, vendors, inspections, trades staff and the general public.

Education and Experience

Bachelor's degree in construction management, engineering, business administration, or a related field, with extensive experience in project management, engineering, and regulatory compliance, or an equivalent combination of education and experience.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work occasionally requires standing, walking, sitting, speaking or hearing and using hands to finger, handle or feel; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions, exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather); work is generally in a quiet location (e.g. library, private offices).

Special Requirements

Valid driver’s license in the State of Indiana.
