Commissioner Bosell was born in Richmond, Indiana and graduated from Richmond Senior High School in 1983. Commissioner Bosell started working for the City of Richmond right after high school. He left the City to join the U.S. Army in 1986 and returned to the Parks Department in 1990 as a supervisor over the public works maintenance until transferring to the Richmond Street Department.  He has been the crew leader for the Street Tree crew members for over 17 years and has served on the Street Tree Commission since 1992. Commissioner Bosell has over 26 years with the City of Richmond.
