The Unified Development Ordinance (UDO) is intended to guide the growth and development of the City in accordance with the City of Richmond Comprehensive Plan. The Zoning District Map applies a classification to each lot within the City's jurisdiction. Changes to the Zoning Map must be approved by the Richmond Advisory Plan Commission and Common Council.
