Payings Fees & Fines at the City Clerk's Office

Fines

The City Clerk Office is responsilbe for collecting fines for non-moving violations. These are determined by Ordinances, which are adopted by Richmond Common Council and are paid in the City Clerk’s office. They include fines for:

  • Loitering
  • Parking in fire lanes
  • Overtime parking
  • Curfew
  • Loose dogs

If a citizen wishes to pay a fine after the City Clerk’s office closes at 4:30 p.m. or on weekends, they may do so at the Police Department located on the first floor of the Municipal Building.

The Ordinance Violations Clerk works closely with the Department of Law and Police Department in noticing and tracking delinquent payments.

The City Clerk’s Office does not collect fines for moving violations. This includes:

  • Disobeying traffic signals
  • Speeding
  • Not wearing seat belts

Fines for moving violations are to be paid at the Wayne County Clerk’s Office located in the Wayne County Courthouse.

Roseview Transit Bus Passes

The Clerk's offices issues monthy bus passes. Passes are $30 per month for students, those with disabilities, and senior citizens over 60 years of age. All others pay $38 per month.

Parking Permits

Parking permits for all the off-street City-owned parking lots are issued in the Clerk’s office and may be purchased monthly, as well as yearly. The permits are color-coded according to which lot you use and have the name of the month on them. These must be displayed on the rearview mirror, in plain view of the parking enforcement officers.

Dog Tags

Dog tags are also available in the Clerk’s office. The cost is $4 if they are neutered or spayed and $10 if they are not. Dog tags are valid from January 1st to December 31st and are renewable annually. Proof of immunizations/

Alarm Permits

If a homeowner or business purchases a fire or security alarm, ordinance requires a fee of $10 be paid to the City every two years. Reminders are sent to each alarm permit holder prior to the time of renewal. If you have a business or are a homeowner and you have not received an alarm permit from the Clerk’s Office, it is a violation.

Residential Reserved Handicap Parking Spaces

In order to be eligible for a reserved handicap parking space in front of a home, an individual must have a handicapped tag or license plate issued by the Bureau of Motor Vehicles. Applications for a reserved handicap space are available in the Clerk’s office. The application is reviewed by the Richmond Police Department to determine if the residence meets the requirements of the Ordinance. The Ordinance states that there is no off-street parking such as a garage or driveway. However, there can be extenuating circumstances which are considered by the Board of Works, which ultimately makes the final decision. If it is a new application, the cost is $25 for the installation of the sign to placed in front of the residence. Each year thereafter, a notice is sent to the applicant advising him or her that the renewal is due.

Renewal is not automatic. Spaces are re-evaluated by the Police Department to determine that no changes have occurred and they are still within the guidelines of the ordinance. The renewal fee is $5.

If the person, whose name is on the application moves, dies or is no longerin need of handicap parking, the Clerk’s office shall be notified and the sign will be removed

Vehicle Identification Number (VIN) Fees

There is also a $5 fee for Vehicle Identification Numbers. If you purchase a vehicle from out of state, it is inspected by the Police Department and the owner is given a receipt stating that the car has been inspected, and the fee is paid in the Clerk’s office.
