154.34 M-1 LIGHT INDUSTRIAL DISTRICT
154.34 M-1 LIGHT INDUSTRIAL DISTRICT
 
154.34.00           PRINCIPAL PERMITTED USES
 
                           No building, structure or land shall be erected, altered, enlarged or used which is arranged or designed for other than one of the following uses except as provided herein and in 154.16.
 
154.34.00.01      General
 
                           Any use permitted and as regulated in the C-4 District, except as herein modified.
 
154.34.00.02      Manufacturing
 
                           The manufacturing, compounding, processing, packaging and assembling of products such as:
 
(a)        Beverages, non-alcoholic
 
(b)        Blacksmith shop
 
(c)        Boat-building and repair of pleasure craft and other small craft, but not including shipbuilding or ship repair
 
(d)        Bottling works, beverage
 
(e)        Cameras and other photographic equipment and supplies
 
(f)         Canvas and canvas products
 
(g)        Ceramic products such as pottery and small glazed tile
 
(h)        Electric appliances such as lighting fixtures, irons, fans, toasters and electric toys
 
(i)         Electrical equipment assembly such as home radio and television receivers and home movie equipment, but not including electrical machinery
 
(j)         Electrical supplies, manufacturing and assembly of, such as wire and cable assembly, switches, lamps insulation and dry cell batteries
 
(k)        Fur goods, not including tanning or dying
 
(l)         Glass products from previously manufactured glass
 
(m)       Hair, felt and feather products (except washing, curing and dying)
 
(n)        Hat bodies of fur and wool felt
 
(o)        Hosiery
 
(p)        House trailers
 
(q)        Ice, dry and natural
 
(r)         Ink mixing and packaging and inked ribbons
 
(s)        Insecticides
 
(t)         Leather products, including shoes and machine belting
 
(u)        Luggage
 
(v)        Meat products
 
(w)       Metal finishing, plating, grinding, sharpening, polishing, cleaning, rust proofing and heat treatment  
                        
(x)        Metal stamping and extrusion of small products such as costume jewelry, pins and needles, razor blades, bottle caps, buttons and kitchen utensils
 
(y)        Musical instruments
 
(z)        Orthopedic and medical appliances such as artificial limbs, braces, supports and stretchers
 
(aa)      Paper products, small, such as envelopes and stationery, bags, boxes, tubes and wallpaper printing
 
(bb)      Perfumes and perfumed soaps, compounding only
 
(cc)      Pharmaceutical products, compounding only
 
(dd)      Poultry and rabbits, slaughtering and retail sale of for domestic and family use but not for hotel, restaurant or other commercial use
 
(ee)      Precision instruments such as optical, medical and drafting
 
(ff)        Products from finished materials, including plastic, bone, cork, feathers, felt, fiber, paper, fur, glass, hair, horn, leather, precious and semi-precious stones, rubber, shell or yarn
 
(gg)      Rubber products, small, and synthetic treated fabrics (excluding all rubber and synthetic processing) such as washers, gloves, footwear, bathing caps and atomizers
 
(hh)      Silverware, plate and sterling
 
(ii)        Soap and detergents, packaging only
 
(jj)        Sporting and athletic equipment such as balls, baskets, cues, gloves, bats, racquets and rods
 
(kk)      Statuary, mannequins, figurines and religious and church art goods, excluding foundry operations
 
(ll)        Textiles, including spinning, weaving, manufacturing, dying, printing, knit goods, yarn, thread and cordage, but not including textile bleaching
 
(mm)   Tobacco curing and manufacturing and tobacco products
 
(nn)      Tools and hardware such as bolts, nuts and screws, doorknobs, drills, hand tools and cutlery, hinges, house hardware, locks, nonferrous metal castings and plumbing appliances
 
(oo)      Toys
 
(pp)      Umbrellas
 
(qq)      Upholstering (bulk) including mattress manufacturing, rebuilding and renovating
 
(rr)       Vehicles, children’s, such as bicycles, scooters, wagons and baby carriages
 
(ss)      Watches
 
(tt)        Wood products, such as furniture, boxes, crates, baskets and pencils and cooperage works
 
154.34.01           SPECIAL USES
 
                           The following uses may be allowed as special uses by ordinance of the Common Council of the City of Richmond in accordance with the provisions of 154.48 hereof:
 
154.34.01.01      Foundry
 
                           Casting of lightweight nonferrous metals for electric foundry not causing noxious or offensive conditions.
 
154.34.01.02      Airport
 
                           Public or privately owned and operated, subject to applicable Federal and State requirements.
 
154.34.01.03      Retail and service
 
                           Any retail business or service establishment determined by the Commission to have been clearly demonstrated as necessary to serve the needs of the industrial area, including restaurants, cocktail lounges, motels, banks and business or professional offices.
 
154.34.01.04      Junk yard
 
154.34.01.05      Other
 
                           Any other business or industry or use which is determined by the Commission to be of the same general character as the above principal permitted uses, but not including any use which is first permitted or which is not permitted in the M-2 District.
 
154.34.01.06      Vehicle impound storage area - General requirements
 
                           A vehicle impound storage area shall be required to be located not less than three hundred (300) feet from any A or R District and not less than one hundred (100) feet from any other District. A vehicle impound storage shall be required to be enclosed by a well maintained solid fence or wall not less than eight (8) feet high. A vehicle impound storage area shall be required to be surfaced with a material to provide a durable, dustless surface and to prevent the tracking of dirt and mud onto adjacent streets and highways. A surface water drainage system shall be required to be installed inside the fence and around the perimeter of the vehicle impound storage area. The drainage system shall be designed to intercept contaminated surface water and oil and to prevent its discharge onto adjoining property. (Ord. 22-1987)
 
154.34.02           ACCESSORY USES
 
                           Accessory uses, buildings or structures customarily incidental to any aforesaid principal or conditional use shall be permitted in conjunction with such use, including the following:
 
154.34.02.01      General
 
                           Accessory uses and structures as permitted and as regulated in the C-4 District and such other accessory uses and structures not otherwise prohibited which are customarily accessory and incidental to any of the foregoing permitted M-1 uses.
 
154.34.03           REQUIRED CONDITIONS
 
                           Processes and equipment employed in goods processed or sold shall be limited to those which are not objectionable by reason of odor, dust, smoke, cinders, gas, fumes, noise, vibration, refuse matter or water-carried waste.
 
154.34.04           PROHIBITED USES
 
154.34.04.01      Dwellings, etc.
 
                           Dwellings and residences of any kind, hotels, motels, mobile home parks, schools, hospitals, clinics and other institutions for human care, except where incidental to a permitted principal use; provided, however, that any of the aforesaid uses legally existing in the M-1 District at the time of the adoption of this Ordinance or any amendment thereto, shall not be classified as a nonconforming use.
 
154.34.04.02      Offensive uses - Not to be authorized
No use shall be permitted or authorized to be established or maintained which, when conducted under adequate conditions and safeguards, in compliance with the provisions of this Ordinance and any additional conditions or requirements prescribed by the Commission is, or may become hazardous, noxious, or offensive due to the emission of odor, dust, smoke, cinders, gas, fumes, noise, vibration, heat frequency, refuse matter or water-carried waste.
 
154.34.05           HEIGHT REGULATIONS
 
                           No structure shall exceed three (3) stories or fifty (50) feet except as provided in 154.51.
 
154.34.06           LOT AREA, FRONTAGE AND YARD REQUIREMENTS
 
                           The following minimum requirements shall be observed, except as provided in 154.50-154.54. (Ord. 35-1978)
