154.35 M-2 GENERAL INDUSTRIAL DISTRICT
 
154.35.00           PRINCIPAL PERMITTED USES
 
                           No building, structure or land shall be erected, altered, enlarged or used which is arranged or designed for other than one of the following uses except as provided herein and in 154.16.
 
154.35.00.01      General
 
                           Any use permitted and as regulated in the M-1 District except as modified herein.
 
154.35.00.02      The following uses
 
                           Provided no part of a building occupied by such uses have any opening other than stationary windows or required fire exits within one hundred (100) feet of any A- or R- District. (Ord. 35-1978)
 
(a)        Blacksmith, welding or other metal working shop, excluding punch presses over twenty (20) tons rated capacity, drop hammers and other noise-producing machine-operated tools; machine shops.
 
(b)        Foundry, casting lightweight nonferrous metals, or electric foundry not causing noxious fumes or odors.
 
(c)        Bag, carpet and rag cleaning, provided necessary equipment is installed and operated for the effective precipitation or recovery of dust.
 
(d)        Ice manufacturing and cold storage plant; creamery and bottling plant.
 
154.35.00.03      The following uses
 
                           When located not less than two-hundred (200) feet from any A- or R- District. (Ord. 35-1978)
 
(a)       Inflammable liquids, underground storage only, not to exceed twenty-five thousand (25,000) gallons.
 
(b)       Building material sales yards, including concrete mixing, lumber yards, including millwork, open yards for storage, sale of feed and/or fuel and contractors’ equipment storage.
 
154.35.00.04      The following uses
 
                           When located not less than three-hundred (300) feet from any A- or R- District, and not less than one-hundred (100) feet from any other district. (Ord. 35-1978)
 
(a)        Acetylene manufacturing in excess of fifteen (15) pounds pressure per square inch
 
(b)        Acid manufacture, except as specified in 154.40.02.01(a)
 
(c)        Asbestos manufacturing
 
(d)        Automobile assembly
 
(e)        Automobile wrecking
 
(f)         Bleaching, cleaning and dying plant of large scale production
 
(g)        Boiler shops, machine shops, structural steel fabricating shops, railway car or locomotive shops, including repair, metalworking shops employing reciprocating hammers or presses over twenty (20) tons rated capacity
 
(h)        Candle or sperm oil manufacturing
 
(i)         Charcoal, and fuel briquettes
 
(j)         Chemicals, including carbide, caustic soda, cleaning and polishing preparations, exterminating agents, hydrogen and oxygen, industrial alcohol, nitrating of cotton or other materials, nitrates (manufactured and natural) of an explosive nature, potash, plastic materials and synthetic resins
 
(k)        Coal, coke and tar products, including gas manufacturing
 
(l)         Coal yards
 
(m)       Cooperage works
 
(n)        Dextrin, starch or glucose manufacturing
 
(o)        Disinfectant, insecticide or poison manufacturing
 
(p)        Dye and dyestuffs manufacture
 
(q)        Electric central station power and steam-generating plants
 
(r)         Emery cloth or sandpaper manufacturing
 
(s)        Enameling, lacquering or japanning
 
(t)         Felt manufacturing
 
(u)        Film photographic
 
(v)        Flour, feed and grain, milling and processing
 
(w)       Force or foundry works
 
(x)        Gas - generation or storage for illumination or heating
 
(y)        Gelatin, glue and size, animal
 
(z)        Grain drying or poultry feed manufacturing from refuse, mash or grain
 
(aa)      Hair or hair products manufacturing
 
(bb)      Junk yard
 
(cc)      Lime or lime products manufacturing
 
(dd)      Linoleum and oilcloth
 
(ee)      Linoleum and oilcloth or oiled goods manufacturing
 
(ff)        Magnesium foundries
 
(gg)      Match manufacturing
 
(hh)      Meat packing; but not including stockyards or slaughterhouses
 
(ii)        Metal and metal ores (except precious and rare metals), reduction, refining, smelting and alloying
 
(jj)        Paint, lacquer, shellac, varnishes, linseed oil and turpentine, enamel
 
(kk)      Paper and pulp manufacturing
 
(ll)        Perfume manufacturing
 
(mm)   Pickle, sauerkraut or sausage manufacturing

(yy)      Steam power plant, except where accessory to a permitted principal use

(aaa)    Storage, drying, cleaning of iron, junk, rage, glass, cloth, paper, or clipping, including sorting, refining, baling, wood pulling and scouring
 
(bbb)    Sugar refining
 
(ccc)    Tar or asphalt roofing or water-proofing manufacturing
 
(ddd)    Tar distillation or manufacturing
 
(eee)    Vinegar manufacturing
 
(fff)       Wire or rod drawing - nut, screw or bolt manufacturing
 
(ggg)    Yeast manufacturing
 
(hhh)    Vehicle impound storage area (Ord. 22-1987)
 
154.35.01           SPECIAL USES
 
                           The following uses may be allowed as special uses by ordinance of the Common Council of the City of Richmond in accordance with the provisions of 154.48 hereof:
 
154.35.01.01      General
 
                           Any use which may be allowed as a special use in the M-1 District except as modified herein.
 
154.35.01.02      The following uses
 
                           When located not less than five-hundred (500) feet from any R-District, and not less than two-hundred (200) feet from any other district and subject to such conditions and requirements as may, in the opinion of the Commission, be
                           necessary to protect adjacent property and prevent conditions which may become noxious or offensive.
 
(a)        Ammonia, chlorine or bleaching powder manufacture
 
(b)        Animal black, lampblack, boneblack, or graphite manufacture
 
(c)        Celluloid or propylene manufacturing or explosive or inflammable cellulose or propylene products manufacture or storage
 
(d)        Cement, lime, gypsum or plaster of paris manufacture
 
(e)        Crematory
 
(f)         Creosote manufacture or treatment
 
(g)        Distillation of coal, petroleum, refuse, grain, wood or bones, except in the manufacture of gas
 
(h)        Explosives manufacture or storage except for small arms ammunition
 
(i)         Fertilizer, compost - manufacture or storage
 
(j)         Fish curing, smoking or packing, fish oil manufacture or refining
 
(k)        Garbage, offal, dead animals, refuse, rancid fate, areas for dumping, disposal, incineration, reduction or storage
 
(l)         Glue manufacture, size or gelatin manufacture where the processes including the refining or recovery of products from fish, animal refuse or offal
 
(m)      Livestock feeding yard
 
(n)        Petroleum or inflammable liquids production, refining and storage above ground
 
(o)        Rubber, caoutchouc or gurra percha manufacturing and treatment from crude or scrap material or the manufacture of balata
 
(p)        Slaughtering of animals or stockyards
 
(q)        Smelting of ferrous or nonferrous ores
 
(r)        Storage, curing or tanning of raw, green or salted hides or skins
 
(s)        Sulphurous, sulphuric, nitric, picric, carbolic or hydrochloric or other corrosive acid manufacture
 
(t)         Any other use which, in the opinion of the Commission, is of a similar character as those specified above
 


154.35.02           ACCESSORY USES
 
154.35.02.01      General
 
                           Accessory uses, buildings or structures customarily accessory and incidental to any aforesaid principal permitted or special use shall be permitted in conjunction with such use.
 
154.35.03           REQUIRED CONDITIONS
 
154.35.03.01      Enclosure not required
 
                           Any use may be conducted in the M-2 District within or without a building or enclosure, subject only to distance requirements where applicable.
 
154.35.03.02      Junk yard and vehicle impound storage area-enclosure
 
                           All junk yards and vehicle impound storage areas shall be enclosed by a well maintained solid fence or wall which will effectively conceal such uses from adjoining property, streets and highways, but, in any case, not less than eight (8) feet high. (Ord. 22-1987)
 
154.35.03.03      Vehicle impound storage area - Surfacing
 
                           All vehicle impound storage areas shall be surfaced with a material to provide a durable, dustless surface and to prevent the tracking of dirt and mud onto adjacent streets and highways. (Ord. 22-1987)
 
154.35.03.04      Vehicle impound storage area - Surface water drainage
 
                           A surface water drainage system shall be required to be installed around the perimeter of every vehicle impound storage area. The drainage system shall be designed to intercept contaminated surface water and oil and to prevent its discharge onto adjoining property. (Ord. 37-2001)
 
154.35.04           PROHIBITED USES
 
                           Same as specified in the M-1 District.
 
154.35.05           HEIGHT REGULATIONS
 
                           Within two hundred (200) feet of any A or R - District, no structure shall exceed three (3) stories or fifty (50) feet in height, and no structure in any case shall exceed in height the distances measured to the center line of any adjoining street; except as provided in 154.50-154.54.
 


154.35.06           LOT AREA, FRONTAGE AND YARD REQUIREMENTS
 
                           The following minimum requirements shall apply except as provided in 154.50-154.54.
