154.42 MOBILE HOMES AND MOBILEHOMEPARKS,MOTELS AND MOTOR HOTELS
154.42.00 GENERAL REQUIREMENTS
The regulations prescribed by the State Board of Health or other authority having jurisdiction, the regulations of the Building Code of the City of Richmond and as may be otherwise required by law, shall be complied with, in addition to the following regulations:
154.42.00.01 Area and yard requirements
Mobile home parks shall comply with all area and yard requirements prescribed herein: motels shall also comply with all area and yard requirements prescribed for such uses in the district in which located.
154.42.00.02 Lot area occupancy
The buildings, cabins and mobile homes in any tourist camp, mobile home park, or motel - together with any on-accessory buildings already on the lot - shall not occupy in the aggregate more than twenty-five (25) percent of the area of the lot.
154.42.00.03 Parking
All areas used for automobile access and parking shall comply with the applicable provisions of this Ordinance.
154.42.00.04 Entrance to mobile home parks, motels
No vehicular entrance to or exit from any mobile home park or motel, wherever such may be located, shall be within two hundred (200) feet along streets from any school, public playground, church, hospital, library or institution for dependents or for children, except where such property is in another block or another street which the premises in question do not abut.
154.42.00.05 Landscaping - Unused areas
All areas not used for access, parking, circulation, buildings and service shall be completely and permanently landscaped and the entire site maintained in good condition. A landscaped strip of land not less than ten (10) feet in width shall be established and maintained within the mobile home park along its exterior boundaries. Such strip of land shall be planted with coniferous or evergreen trees not less than six (6) feet in height or a privacy type fence not less than six (6) feet in height, shall be constructed in this strip of land.
154.42.01 ENLARGEMENT
154.42.01.01 Enlargement - Existing facilities to comply
No enlargement or extensions to any motel, mobile home park or a tourist camp shall be permitted unless the existing one is made to conform substantially with all the requirements for new construction for such an establishment.
154.42.02 MOBILE HOMES PROHIBITED - EXCEPT
Except as provided in 154.42.02.01, no person shall park or occupy any mobile home on the premises in any district outside an approved mobile home park. The parking of an unoccupied mobile home in an accessory private garage, or in a rear yard, in any district, shall be permitted, provided no living quarters are maintained or any business conducted in such mobile home while so parked or stored.
154.42.02.01 Emergency parking - Two (2) hours
Emergency or temporary stopping or parking of a mobile home shall be permitted on any street, alley or highway for not longer than two (2) hours, subject to any other and further prohibitions, regulations or limitations imposed by the traffic and parking regulations or laws for such street, alley or highway.
154.42.02.02 Wheels not to be removed
In any mobile home park, the wheels of any mobile home shall not be removed except for repairs, nor shall any mobile home be otherwise permanently fixed to the ground in a manner that would prevent its removal.
154.42.03 MOBILE HOME PARKS - SUBMISSION OF PLANS
An application for the establishment of a mobile home park in a district where a mobile home park is permitted shall be filed with the Zoning Inspector and must be accompanied by a scale drawing certified by a registered engineer or surveyor. Such drawing shall contain the following information:
154.42.03.01 Accurate dimensions of the proposed mobile home park.
154.42.03.02 All roads and approaches and the method of ingress and egress.
154.42.03.03 The complete electric service installation, wire service outlets and lighting facilities.
154.42.03.04 The complete location of any natural gas facilities to serve the mobile home park.
154.42.03.05 A complete layout of unit parking spaces and the number of square feet therein, together with the dimensions thereof; and,
154.42.03.06 The location of electric power or gas distribution systems, water mains or wells for water supply outlets for domestic water users, location of sanitary facilities, washrooms, garbage disposal units, incinerators, sanitary sewers or septic tanks, sewer drain lines, leeching beds, and other buildings or structures contemplated to be used by such applicant in connection with said mobile home park.
154.42.04 MOBILE HOME PARKS - REQUIREMENTS
Mobile home parks shall be designed and maintained in accordance with the following requirements:
154.42.04.01 Park area
The minimum park area shall be five (5) acres.
154.42.04.02 Mobile home unit space area
The minimum area of a mobile home unit space within the mobile home park shall be three thousand (3,000) square feet.
154.42.04.03 Mobile home unit space width
The minimum width of a mobile home unit space within the mobile home park shall be forty (40) feet.
154.42.04.04 Access
Each mobile home park shall abut upon a public street and each mobile home unit space shall have direct access to a private, hard surface drive.
154.42.04.05 Distance from property line
The minimum distance for each mobile home from the exterior property lines shall not be less than fifty (50) feet.
154.42.04.06 Distance between mobile homes
The minimum distance between neighboring mobile homes shall be not less than twenty (20) feet.
154.42.04.07 Concrete slab
Each mobile home unit space shall be equipped with concrete slab(s) of sufficient size to support the wheels and the front parking jack. Such slabs shall have a minimum thickness of four (4) inches.
154.42.04.08 Utilities
Each mobile home space shall be equipped with one electric outlet. A central sanitary sewer and central water system shall be installed in accordance with the City of Richmond’s specifications, and each mobile home unit space shall be served by such sewer and water systems. Fire hydrants shall be located in accordance with the specifications of the National Board of Fire Underwriters.
154.42.04.09 Interior streets
The minimum roadway width of interior one-way streets with parking permitted on one side shall be twenty (20) feet. The minimum roadway width of two-way streets with parking permitted on one side shall be twenty-six (26) feet. The minimum width of two-way streets without parking permitted shall be twenty (20) feet. Such streets shall be paved according to the City of Richmond’s specifications for residential streets, maintained in good condition, and lighted at night.
154.42.04.10 Recreation areas
There shall be provided within each mobile home park an adequate site or sites for recreation, for the exclusive use of the park occupants. Such recreation site or sites shall have a minimum area in the aggregate of one hundred (100) square feet for each mobile home unit space. The recreation sites shall be of appropriate design and provided with appropriate equipment.
154.42.04.11 Length of occupancy
No mobile home shall remain in a mobile home park for a period exceeding five (5) days without connection to the central sanitary sewer system and central water system of the park.
154.42.05 ADDITIONAL REQUIREMENTS
In addition to the foregoing, the Commission may impose such other conditions, requirements or limitations concerning the design development and operation of such mobile home parks as it may deem necessary for the protection of adjacent properties and the public interest.
154.42.06 REPLACEMENT OF MOBILE HOMES
Any mobile home space which is non-conforming with respect to minimum space width or minimum space area or any other bulk regulation cannot be occupied by a mobile home of any size greater than the one which occupies said space at the time of the passing of this ordinance unless:
154.42.06.01 Said space can be increased in gross area in the amount necessary to provide a minimum space area of 3,000 square feet; or,
154.42.06.02 Additional width can be added to said space in the amount necessary to result in a minimum space width of 40 feet;
154.42.06.03 However, in neither case will it be permitted to approach on an occupied adjacent space unless the occupied space is vacated.
