115.20 VIOLATION
Every person, except those specifically exempted by this chapter, whether acting as an individual owner, employee of the owner, operator, or employee of the operator, or as a mere agent or independent contractor for the owner, employee, or operator, or as a participant or worker directly or indirectly in any way, who gives massages, is a licensee as defined herein, or gives any of the services defined in this chapter without first obtaining a license or permit and paying a fee to do so to the office of the City Controller, or shall violate any provisions of this chapter, shall be guilty of a misdemeanor.
