110.03 PAYMENT OF FEE
The fees required for any license shall be paid at the office of the City Controller before the granting of the license. The Controller shall issue a receipt for the fee and the license to the applicant. Unless otherwise provided, no license fee shall be prorated for a portion of a year, and no license fee paid shall be refunded unless the license is denied. (‘72 Code, 31.03)
