These rules may be amended or annulled by a majority vote of all the members of the Common Council. All proposed amendments to the rules shall be referred to the Ordinance Committee without debate, and the Committee shall have the right to report at any time, and may at any time report any change in the rules, provided that no vote on any amendment or resolution to annul shall be taken until at least two weeks notice shall be given of the intended action.
