90.05 BOARD OF AVIATION COMMISSIONERS
The Richmond Municipal Airport shall at all times be under the control of the Board of Aviation Commissioners, who shall designate an Airport Manager to supervise the operation of the airport. The Airport Manager shall be under the direct supervision and control of the Board of Aviation Commissioners and shall be responsible to the Board for the execution of the rules and regulations. It shall be the duty of the Airport Manager to see that the rules and orders promulgated by the Board of Aviation Commissioners are observed by all persons engaged in any aeronautical activity at the airport or by any other persons using the airport premises.
