91.06 Impoundment
91.06 IMPOUNDMENT
(a) Dogs found at large and appearing to be abandoned shall be apprehended by the Animal Services Officer and impounded in an animal shelter for a period of not less than five (5) days (provided such five days must include at least one full weekend), and thereafter such animals may be adopted out or disposed of in a humane manner. The Animal Services Officer shall attempt to contact the owner of any tagged animal by telephone within 48 hours of picking up such animal if the telephone number appears on the tag. The animal shelter holding any impounded animal shall attempt to contact the owner of any tagged animal by telephone a minimum of three times prior to adopting out or humanely disposing of the animal if the animal displays current city registration tags or other identification.
(b) When an animal is found at large and its ownership is known to the Animal Services Officer, such an animal does not have to be impounded. The Animal Services
Officer may cite the owner for violation of the Richmond Code and return the animal to the owner.
