96.04 GATES ALONG SIDEWALKS
(a) The owner of any property in the city having a frontage on any street or sidewalk shall not maintain or construct a gate on the premises in such a manner that the gate swings over the street or sidewalk bordering on the premises.
(b) It shall not be deemed a violation of this section if the gate automatically swings back into a closed position after being used, by means of springs, weights, or other mechanical contrivance, so that it will not extend over the street or sidewalk when not in use.
