SCHEDULE I. SPEED LIMITS
(a) Increasing state speed limits in certain zones. It is determined on the basis of an engineering and traffic investigation that the speed permitted by state law on the following streets is less than is necessary for safe operation of vehicles thereon by reason of the designation and signposting of the streets as through highways and by reason of widely spaced intersections. It is declared that the maximum speed limit shall be as hereinafter set forth on those streets or parts of streets herein designated at all times when signs are erected giving notice thereof.

It is determined on the basis of an engineering and traffic investigation that the speed permitted by state law outside of business and residence districts as applicable on the following streets is greater than is reasonable or safe under the conditions found to exist on such streets. It is declared that the maximum speed limit shall be as herein set forth on those streets or parts of streets herein designated at the times herein specified when signs are erected giving notice thereof.
