Plans, specifications, and any other pertinent information relating to pretreatment or control facilities shall be submitted for approval of the District, and no construction of the facilities shall be commenced until approval in writing is granted. Where these facilities are provided, they shall be maintained continuously in satisfactory and effective operating order by the User, at the User’s expense, and shall be subject to periodic inspection by the District to determine that the facilities are being operated in conformance with applicable federal, state, and local laws and permits. The User shall maintain operating records and shall submit to the District, periodic reports, as required in the User’s Wastewater Discharge Permit, of the character of the influent and effluent to show the performance of the treatment facilities and for comparison against District monitoring records.
